reFuels are indispensable for the transport transition. However, large investments have not yet been made. The action plan shows the steps the European Union must now take.
The action plan is the result of a broad consultation process. It is based on an analysis of numerous position papers, studies, and other materials. The key demands were filtered out and condensed into a draft. This draft was further developed in collaboration with over 20 companies, associations, scientific institutions, and the relevant ministries.
The aim of the process was to develop a viable, broadly supported proposal for the further development of the European regulatory framework for reFuels. In the end, a coordinated proposal was adopted by the state cabinet. The Action Plan is supported by numerous actors from business, science and politics – including stakeholders beyond those directly involved in its drafting.
This is where the European Union must act
This joint initiative has given rise to high expectations: the EU is expected to significantly improve the conditions for the ramp-up of climate-neutral fuels in the near future. This is explicitly not about relaxing rules that serve climate protection. On the contrary, it is about making climate protection possible in the first place.
The reFuels Action Plan identifies eight key levers that are intended to enable the start of large-scale production:
- Practical transitional rules for green electricity criteria
- Use of unavoidable industrial CO₂ emissions beyond 2040
- Simplified rules for the joint processing of renewable, biogenic and fossil feedstocks
- Realistic import rules for Power-to-Liquid fuels (PtL) from third countries
- Clear roadmap to climate neutrality by 2050 to provide planning security
- Regulatory grandfathering for first Power-to-Liquid plants (PtL)
- Reducing financial risks through off-take agreements and support instruments
- A European book-and-claim system and a reliable chain of custody for Sustainable Aviation Fuels (SAF)
